"Provisional" means the timing provider has published the results but the organiser hasn't declared them final — placings and times can still be corrected, so the record may change.
Race pages carry the provisional label when the source marks it (SiTiming pages declare "Provisional" in their title; organiser uploads declare it on commit). When the organiser publishes the final version the same race page updates in place — the link doesn't change — and the race's version history records each publish.
